Statutory Consultation on Admission Arrangements - reduction in PAN

 

In accordance with the Admissions Code 2021, Trinitas Academy Trust is consulting on reducing the PAN (Published Admission Number) at Christ Church (Erith) Church of England Primary School and Jubilee Primary School. Trinitas Academy Trust is carrying out the consultation as it is the admissions authority for these schools.

The consultation on the proposed changes to admission arrangements from September 2027 will run from 23rd October to 4th December 2025.

 

Proposed changes with effect from September 2027:

 

Christ Church (Erith) Church of England Primary School: Published Admission Number (PAN) to reduce from 90 to 60.

 

Jubilee Primary School, Thamesmead: Published Admission Number (PAN) to reduce from 60 to 30.

 

Purpose of change: Trinitas Academy Trust is consulting on a proposed reduction in PAN for two of its schools, in response to a sustained decline in demand for school places. This trend reflects wider demographic and socio-economic changes affecting many London boroughs. These changes include a falling birth rate and rising housing costs. These shifts have led to reduced pupil numbers and increased mobility, resulting in a mismatch between available school places and actual demand. Forecasts indicate that this lower level of demand is likely to continue into 2027-28 and beyond. A reduction in PAN would help ensure a better alignment between the number of places offered and the needs of the local community, supporting effective school organisation and provision of high quality education.

 

Who are we consulting with? Admission authorities must consult with:

a) parents of children between the ages of two and eighteen;

b) other persons in the relevant area who in the opinion of the admission authority have an interest in the proposed admissions;

c) all other admission authorities within the relevant area (except that primary schools need not consult secondary schools);

d) whichever of the governing body and the local authority is not the admission authority;

e) any adjoining neighbouring local authorities where the admission authority is the local authority;

and f) in the case of schools designated with a religious character, the body or person representing the religion or religious denomination.
